    The Center Director of Health Policy and Analysis (HPDA) will direct operations of a portfolio of government contracts within the HPDA Group.  The Center offers clients a knowledgeable, experienced, researchers and programming staff that works collaboratively to analyze public health data. Staff assist clients in the quantitative and qualitative research, policy, and data analytics areas using survey, claims, and hospital administrative data to study trends in health care spending and utilization of services; to analyze Medicare and other health programs; and to understand the epidemiology of diseases. The Director works collaboratively with other Centers that conduct health policy research and develop web applications. The Director possesses the evaluation and analytic skills needed to support this research.  The Director cultivates client and partner relationships, works with a team to achieve business growth in this area, and represents these capabilities in proposals and at client meetings. This individual also provides strategic and operational oversight of our health policy work and participates in producing long-range strategic plans for developing SSS capabilities in this area. We are looking for a dynamic leader to expand our Federal market (HHS, CMS, AHRQ, CDC, and the like) and State Government clients. The selected applicant will be a strategic thinker, proven manager with demonstrated leadership ability.  Additional responsibilities include developing interdisciplinary methodological solutions, publishing and presenting work, and mentoring personnel. The position reports to the Group Vice President.


    • Participate in the development of the strategic direction and goals of the Group.  Lead the planning and implementation of efforts to meet goals at the Center level.
    • Participate in business development activities for the Group and play a leader role in capture efforts of the Center. Participate in proposal developments. Work with Business Development, lead Center in seeking business opportunities in accordance with defined Group strategy. These opportunities should include expanding work with existing clients as well as developing new relationships within the Federal and State governments.
    • Interact strategically with cross-functional teams and other functional areas within HPDA and SSS to ensure timely project deliverables; maintains consistently high performance standards and quality of work; works with other personnel to staff project teams, optimize resource utilization and capacity, and oversee project budgets across the center.
    • Within the areas of expertise, maintains awareness of industry standards, regulatory requirements, and SOPs. Within area of control, updates procedures and practices as needed to remain in compliance
    • Attract and retain talent for the organization. Develop next level of leaders.
    • Ensure that projects are managed and reviewed in accordance with applicable SSS standards and methodologies. Ensure high standards of quality are incorporated into products and services. Ensure collaboration with other areas of the organization.
    • Ensure efficiency and effectiveness of the Center operations. Lead monitoring, assessment, and evaluation of Center projects, and conduct periodic project reviews.
    • Work with Human Resources, oversee all Center-level human resource activities (supervisory accountability, disciplinary actions, and termination decisions) and strategies for developing staff to meet business goals.
    • Work with Finance and Contracts, oversee all Center finances; responsible for establishing and managing direct and indirect expenditures and making commitments for company up to limits of authority.
    • Performs additional duties as required.


    • PhD in data sciences, economics, health policy, public health or related disciplines,
    • 10 years of related experience, with 7 years project management experience. 
    • Previous supervisory and corporate management experience (at least five years).
    • Experience in corporate oversight of projects, including project status reviews.  
    • Strong skills in leading and authoring proposals.
    • Proven record of expanding lines of work with existing clients as well as developing new client relationships.
    • Highly skilled to develop and present professional briefings and presentations to clients and senior leadership
    • Result oriented with the ability to deal with ambiguity, directing and initiating efforts to deliver results with little or no directions
    • Broad knowledge of the health care delivery system and/or familiarity with statistical programming applications.
    • Excellent verbal and written communication skills as well as strong quantitative and qualitative skills.
    • Strong project management expertise and experience managing complex projects is required (at least 5 years).
    • In-depth knowledge of corporate management policies and procedures and government contracting environment.


    Preferred Qualifications:

    • Experience in projects involving large datasets and data visualization.
    • Preference given to applicants with knowledge of Medicare, Medicaid, private payer data, and the various ongoing research efforts underway to assess innovative designs within provisions of the ACA.
    • Experience working with/in any of these agencies: HHS, CMS, AHRQ, CDC.
