    The Monitoring, Evaluation and Learning Specialist reports to the Strategic Information team Lead and a dotted line technical working relationship with the SITES Learning Technical Specialist.

    In consultation and collaboration with USG strategic information team and implementing partners, the Monitoring, Evaluation and Learning (MEL) Specialist responds to strategic information related needs and leads the learning agenda within the strategic information unit. Overall responsibilities include data management and analysis, as well as facilitation of learnings and report writing.  Primarily, the activities include strategy development for improved data management information systems, data collection, cleaning, aggregation, analysis, lessons learning and dissemination especially for purposes of reporting on health and HIV indicators of interest to PEPFAR, USAID, other USG agencies, relevant USG implementing partners, relevant government of Uganda entities and national stakeholders.

    Responsibilities

    I: Data Management:

    • Support the SI team at SITES to provide technical and program support to the collection, cleaning, aggregation, analysis and submission of periodic (such as quarterly and annual reports) and adhoc analytic reports to partners, including PEPFAR/OGAC, USAID, DOD, Peace Corps and STATE implementing partners.
    • Participate in planning, designing and implementing processes for maintaining high quality data.
    • Participate in data collection, analysis and reporting
    • Participate in training, mentoring and guiding implementing partners’ staff to apply M&E protocols, tools and up-to-date indicators for health and HIV data management and reporting.
    • Support the Strategic Information (SI) team at USAID to build capacity and utilise key information systems including SIMS, DATIM, HIBRID and the National DHIS2.
    • Provide assistance to PEPFAR team in interpreting data on indicators, targets and results.
    • Respond to internal and external requests for data and analytics 

    II: Collaboration, Learning and Adaptation:

    • Establish, oversee and mainstream implementation of the learning agenda of the SI team at SITES in collaboration with team members.
    • Identify learning, prepare and implement their dissemination
    • Collaborate with the Learning Technical specialist to design, plan and lead the implementation of learning events at SITES and among implementing partners
    • Train implementing partners to adapt and incorporate learnings in their activities
    • Document and disseminate progress of adaptation of learnings

    III: Reporting and Compliance:

    • Contribute to periodic and adhoc reporting to project partners, including PEPFAR/OGAC, USAID, DOD, Peace Corps, STATE and their implementing partners.
    • Comply with all rules and regulations governing project implementation under SSS leadership
    • Perform other duties as assigned by SITES Strategic Information Technical Lead

    Qualifications

    Education:

    • Bachelor’s Degree in Statistics, Economics or Demography and/or a Master’s degree in Public Health, Demography, Epidemiology or equivalents. 

    Required Work Experience: 

    • At least five years of working experience with bias in M&E and health planning management;
    • Prior work experience in a district health or community development setting;
    • Prior experience in designing and implementing competency-based training and mentoring activities;
    • Experience in handling, managing and analyzing multiple datasets;
    • Experience of HMIS/DHIS 2 structures and operations is required.

    Knowledge and Competencies:

    • Demonstrated strong leadership skills and a supportive management style are required;
    • Demonstrated strong facilitation, relationship-building, negotiating and influencing skills especially within a complex public, private, donor, and implementing partner environments;
    • Self-driven with the competence to prioritize and manage a variety of activities in a timely manner to meet competing deadlines;
    • Ability to work with minimum direct supervision;
    • Analytical and writing skills;
    • Use of Microsoft suite, in particular Excel for data analytics and/or other statistical packages.
