    The Senior Technical Manager within SSS’s Health Policy & Data Analytics (HPDA) Application team will serve as the AHRQ project team task lead and point of contact for data center services, website management, web tools, and security service.


    This position will interface with internal and external clients to ensure overall technical project objectives are met and delivered. Candidate must have experience working within a matrixed resource environment while managing multiple projects and priorities. Software, data and web project experience is required with Federal and/or State government contracts.


    This position will be responsible for all steps of the development and implementation process for new or updated hardware, software, systems, and tools in the AHRQ environment.  The candidate must have experience working with matrixed resource teams consisting of application programmers, business analysts, business stakeholders, infrastructure teams and external clients with structured Agile Project Management practices.

    The ideal candidate must be willing to work in a fast-paced environment, managing multiple competing priorities and assignments.​  Must have strong technical background, project management skills, be an excellent communicator.​


    Project Management Responsibilities:

    • Deliver software projects within scope, schedule and budget constraints, while meeting needs.
    • Develop project work plan schedules, milestones, cost estimates and budgets.
    • Provide timely project status reports, maintain issues/risk logs and provide updates to Senior Managers within the organization.
    • Facilitate requirements gathering with help from Business Analysts and conduct daily scrum meeting to ensure progress on projects.
    • Follows CMMI-Dev Level 3 and assists other project team members to ensure project compliance for periodic software quality assurance audits.
    • Develop a strong understanding of the business, strategic direction, organizational structure and overall business goals.
    • Works with Operations Manager to coordinate technical support, releases, and data management and with the Performance Manager to continuously improve services and collect technical metrics.
    • Works with the Infrastructure teams to coordinate support and release cycles for AHRQ as well as maintain security requirements.

    Technical Management Responsibilities:

    • Lead a matrixed team of developers to deliver custom and COTS applications across multiple projects.
    • Participate in application-level, data and infrastructure architectures, articulate architecture decisions to stakeholders in easy to understand terms. 
    • Keeps abreast of current trends in the information technology industry.
    • Strong understanding of modern software development methodologies and frameworks.
    • Contribute to proposal efforts related to application functions, technical solution write-up and resource estimation.




    • Bachelor’s Degree in Computer Science or related field plus 10 years of experience managing technical projects/programs.
    • Experience in leadership skills with proven track record in delivering on-time, on-budget results.
    • Experience leading senior application development teams.
    • Experience managing Iterative or Agile projects. Experience working with Project Management & technical management tools such as SharePoint, TFS, Jira.
    • Minimum 3 years’ experience with the following activities:

      o   Managing and coordinating technical service capabilities across a complex environment

      o   Maintaining a secure environment and protecting PII

      o   Developing and maintaining database-driven websites

    • PMP certification a plus but not required.
    • CSM certification a plus but not required.
    • CMMI experience a plus.
