    The Strategic Information Technical Support (SITES) project is funded by the United Agency for international Development (USAID) and managed by Social& Scientific Systems (SSS). SITES provides technical, management, and logistical support necessary to increase evidence-based planning, programming and Management of Uganda’s health sector, particularly its response to the HIV/AIDS epidemic, Tuberculosis, Malaria, Family Planning, Maternal and Child Health, Nutrition, Water, Sanitation and Hygiene, Health Commodity Supply Chain, and Human Resources for Health.

    Responsibilities

    One of the important key strategies of SITES is to establish a body of knowledge through Continuous Evaluation (CE), Innovations, special studies and Learning using cutting edge analytical methodologies. The knowledge is the disseminated to stakeholders to use in planning, programming and reporting HIV/AIDS and Family Health interventions. The stakeholders are varied and include USAID, PEPFAR, Centers for Disease Control, the US Department of Defense, relevant Ministries and departments of the Government of Uganda, and international and local Implementing Partners that support service delivery in districts of Uganda.  SITES works continuously to support these stakeholders to fine-tune and adjust implementation methods, processes and interventions through learning and adaptive management to achieve better outcomes and impact in the health sector.

    The Senior Health Data Analyst and Team Leader for Continuous Evaluation & Innovations leads the CE&l team and works with other project teams, subcontractors, consultants as well as technical experts in the SSS Headquarters to ensure proper coordination and collaboration to achieve specific project deliverables; in particular, s/he provides the evidence base for the management of the USAID Health and HIV/AIDS Office’s program cycle.


    Responsibilities

    • Develop and update the CE&I and learning conceptual framework and methodology
    • Design/review research and evaluation protocols
    • Data management - Ensure development and update of a collaborative analytical agenda for SITES.
    • Conduct data analysis and support CE&I to conduct high quality data analysis
    • Prepare data visualizations and presentations, and ensure use of Geographical Information Systems (GIS) for data analysis and presentation
    • Oversee achievement of contractual and other deliverables related to the CE&I unit
    • Provide technical assistance to partners as necessary
    • Lead collaborative initiatives with internal and external stakeholders on data analysis
    • Reporting – produce and submit periodic (weekly, monthly, quarterly, annual) and adhoc HIV/AIDS and Family Health analytics reports to USAID and other stakeholders
    • Learning and Adaptive management – supervise relevant staff to ensure that learning and adaptive management is incorporated into routine work of the CE&I unit and across SITES
    • QA/QC – Review and ensure that reports and other work products meet desirable quality standards. Ensure that the SITES QA/QC process is followed.
    • Lead workplanning and budgeting for CE&I activities
    • Supervise and ensure relevant training for staff. consultants, research assistants and interns.
    • Ensure design and implementation of CE&l related studies, data quality assessments, surveys and other evaluation activities meet required standards and relevant approvals.
    • inform the development and update of SITES data warehouse working closely with other SITES’s organizational units and resource persons.
    • Develop and ensure implementation of a strategy for ensuring diffusion and application of positive practices and behaviors, and innovations of emerging from the CE&l activities.
    • Ensure development and update of innovative protocols for monitoring performance and proposing alternative HIV and Family Health interventions.
    • Coordinate technical support to the USAID Health and HIV office. Ensure transparency of study issue briefs, protocols and reports, as requested.
    • Support the completion of SITES quarterly and annual reports.
    • Liaise with technical expertise within SITES and at SSS Headquarters to ensure deliverable of high quality analytic products
    • Ensure development and implementation of a communication strategy and plan. including documentation and publication of SITES relevant activities, methodologies, processes or achievements.

    Qualifications

    EDUCATION, EXPERIENCE & CERTIFICATIONS:

    • An advanced degree in Public Health, Epidemiology, Demographics or other related qualification. A Medical or Doctoral Degree in public health is of added advantage.
    • A minimum of seven years programming, evaluation and/or research experience with a focus on quantitative and qualitative public health research methods, Monitoring, Evaluation and Learning, Implementation assessment/evaluation especially with a focus on HIV and HIV and/or Family Health interventions
    • A minimum of 10 years of work experience in evaluation and research working on health/HIV projects.
    • Experience designing and conducting evaluation and operations/applied research.
    • Experience providing technical assistance on the use of data for planning and decision making
    • Extensive experience in managing evaluation and research teams
    • Familiarity with working in USAID-funded contracts or cooperative agreements preferred
    • Relevant use of technology for data analysis, documentation and reporting

    KNOWLEDGE, SKILLS AND ABILITIES

    • Strong analytical skills;
    • Excellent computer skills, with particular knowledge of Excel. PowerPoint and Word in addition to statistical application (e.g. SAS. SPSS, Stata) knowledge of qualitative software packages is desirable.
    • Exceptional leadership, Interpersonal and teamwork skills
    • Excellent organizational skills.
    • Ability to respond quickly to rapidly changing work demands
    • Strong writing and communications skills
    • English fluency required.
