    The position provides day-to-day, on-site, contract management of an international program located in Kampala, Uganda.  Reporting to SSS headquarters, the position will support the development and enforcement of procedures relating to contract compliance and business administration.


    • Supports the Director of Contracts in providing contractual guidance and interpretation to the program’s Chief of Party (COP).
    • Establishes effective communications with the customer Contracting Officer (CO) to assure timely approvals and authorizations.
    • Monitors project budgets and annual workplans for compliance and to assure funding requests, subcontracting actions and hiring are in alignment.
    • Assures that program activities are in compliance with all contractual terms including FAR, AIDAR and local laws.
    • Supports the subcontracting and procurement activities by overseeing solicitation development and execution of subcontracts during program lifecycle.
    • Procurement activities include:
      • Development and management of procurement strategies
      • Identify suppliers and initiate procurement partnerships
      • Manage supplier relationships and negotiate advantageous terms with vendors.
      • Analyze market prices and products.
      • Evaluate existing contracts and agreements with suppliers.
      • Control spending to build a culture of long-term procurement savings
    • Identifies contractual and compliance risks including recommended mitigations.
    • Supports the Director of Contracts with the reviews and approval of all department templates for subcontracts, consultant agreements, teaming and confidentiality agreements and contract related procurements. Reviews and presents for approval all negotiated deviations from standard language.
    • Develops and prepares complex and sensitive internal and external communications.
    • Assists in the development of corporate contracts and grants policies, procedures and document templates, including the implementation and training of SSS staff.
    • Performs additional duties, including special projects, as required.


    • Bachelor's degree in business, finance, accounting, or related field;
    • At least 10 years progressively responsible experience in government contracts, grants, subcontracts and procurement management, including USAID prime contracts.
    • Advanced knowledge of the FAR and AIDAR is essential to lead contract negotiations and procurement activities supporting this Prime USAID Cost Reimbursable contract.
    • Excellent written and verbal communication skills are essential.
    • Proficiency in Microsoft Office, especially Word and Excel is required.
    • Demonstrated organizational, problem-solving and multitasking skills under tight deadlines are also essential, as is the ability to work well with little supervision.
    • Must have proven leadership skills and be able to communicate effectively and professionally with clients, colleagues, and staff.
    • Eligibility to work in the United States is required.
