    Social & Scientific Systems seeks a qualified Senior Research Scientist in Silver Spring, Maryland, to direct federal government health care (in particular, Medicare-focused) program and policy projects involving program implementations and evaluations

    Responsibilities

    • Provide policy analysis and operational and technical support for federal clients focused on Medicare model design and operations; payment policy; and formative and summative analysis.
    • Design and conduct qualitative research studies and analyses; including developing structured interview protocols and content, leading stakeholder interviews and focus groups, performing data analysis, and conducting environmental scans
    • Design and conduct quantitative research studies and analysis (experience with econometric approaches such as Difference in Difference and/or Bayesian analysis, preferable)
    • Capture, lead, manage, and write (with proposal teams) response to government requests for proposals
    • Manage contracts and work closely with clients to ensure that contractual requirements (deliverables and timelines) and client expectations are met using the highest standards of quality
    • Manage multiple project teams of senior, mid-level, and junior researchers, and bring in experts as needed, to meet client expectations and contractual requirements
    • Monitor and oversee the financial, quality, and administrative aspects of ongoing projects.
    • Manage project subcontractors as required

    Qualifications

    • Masters or Doctoral degree in health policy, health services research, public health, economics, behavioral or social science, or other closely related fields or MD with public health, health policy or health services research training and experience.
    • At least 10 years of experience in positions of increasing responsibility as a health services researcher/health economist.
    • Knowledge of the Medicare program, including delivery system reform, provider payment, access to care, and beneficiary and provider experience.
    • Experience working for the federal government or a federal contractor, ideally with work focusing on the Medicare program.
    • Familiarity working with the Centers for Medicare & Medicaid Services, and other government agencies administering health care-related programs.
    • Experience with conducting policy analysis in a government or professional services environment.
    • Experience with Medicare claims data analysis.
    • Experience with and knowledge of the principles of quantitative and qualitative research design, data collection, and data analysis.
    • Experience with estimating project and proposal costs and managing project budgets.
    • Excellent oral and written communication skills, in particular written skills to support proposal and deliverable documents, and aptitude in leading and working with project teams, coordinating multiple projects.
