    Social and Scientific Systems Inc. is seeking a Management Information Systems (MIS)/Database Management Expert with prior experience supporting and managing various health information systems in Africa/Uganda. A major component of this project is to provide Strategic Information Technical Support (SITES) to USAID in Uganda. The position is fulltime in SSS office in Kampala, Uganda. This position is assigned to the project to execute activities and tasks under the direction of the Deputy Chief of Party.

     

    Role:

    The MIS/Database Management Expert will be responsible for supporting quality improvement in the eHMIS, DHIS2, OVCMIS and any other relevant data source systems. S/he will be accountable for ensuring accurate and timely data exchange into the PEPFAR/OGAC system (DATIM4U). This role will interface with internal and external stakeholders to ensure overall data coordination and deliveries adhere to the overall data strategy.  

    Responsibilities

    • Works directly with the US Based Headquarter staff, Deputy Chief of Party and USAID staff.
    • Leads and coordinates activities with the other SITES component team leads to optimize the overall data workflows and deliveries.
    • Oversees all data operations and coordination using project management best practices.
    • Leads the MIS/DB SITES staff and subcontractors to ensure coordination and collaboration for achieving project deliverables in a timely manner with quality to achieve customer satisfaction.
    • Facilitates the data technology strategy amongst SITES component team leads.
    • Leads the overall data systems integration and implementation, acting as the primary liaison to the headquarter staff who work on the project.
    • Develop conceptual dashboard design that incorporate various analytic visualization methodologies (drill down, filters, maps etc.) using Tableau.
    • Collaborate on conceptual and logical database models to meet data integration, data warehouse & data visualization goals.
    • Develop detailed requirements & design artifacts to guide the solution development team to meet project goals.
    • Directs activities related to new systems development and modification of existing systems.
    • Lead collaboration meetings with internal & external stakeholders, develop data application release plans adhering to SSS defined Systems Development Life Cycle (SDLC).
    • Train and mentor staff and external partners on existing and new systems.
    • Adherence to IT data security policies and procedures to meet compliance.
    • Performs other duties as required or assigned.

    Qualifications

    Minimum Requirements:

    • A Bachelors degree in Computer Sciences or equivalent qualifications, with eight (8) years of experience (in addition to the 4 years requirement noted below), in IT, MIS, Database Management or related field; and
    • Four (4) years developing and/or managing the data operations of health information systems.

    Desired Requirements

    • Demonstrated knowledge of managing medical records (specifically clinic registers and HMIS) and population based surveys such as AIDS Indicator Survey (AIS) and Demographic and Health Survey (DHS).
    • Must have experience with international development activities in Africa, and with organizations such as USAID, CDC, and Ministries of Health.
    • Familiarity with PEPFAR strategic information reporting requirements, cycles and systems including DATIM, DHIS 2 is highly preferred.
    • Familiarity with PEPFAR indicators, technical areas and interventions.
    • Working experience in Uganda developing and/or managing health information systems proficiency in key programming languages and database management systems.
    • Prior hands-on experience in database management, data warehouse and/or dashboard development.
    • Ability to work and solve problems independently.
    • Excellent communications and interpersonal skills.
