    Responsibilities

    Assumes overall responsibility for completion of technical and business proposal volumes of company bids. Leads teams tasked with the development of compliant federal, state, and commercial proposals and related business development documentation. Responsible for supporting capture teams in preparing capture plans prior to bid decision. Responsible for all aspects of proposal development following bid decision, including the writing, review, publication, quality assurance, and delivery of compliant and responsive proposal packages. Provides process and performance leadership to the proposal development team.

     

     

    • Help establish and maintain proposal development policies and processes based on industry best practices; ensure adherence to those processes.
    • Maintain and enhance Proposal Development Center resources, including resumes, project descriptions, corporate metrics, boilerplate content, and prior proposal submissions.
    • Facilitate technical solution development, win themes, discriminators, and value propositions to help ensure a comprehensive solution prior to proposal writing.
    • Develop proposal management plans that include outlines/compliance matrices, schedules, templates, and other tools to manage proposal development and guide writers and reviewers.
    • Lead capture and proposal meetings, including technical solution development, step review preparation, proposal kickoff, in-process check-ins and reviews, and color team reviews.
    • Solicit and submit questions regarding the RFP to the contracting officer.
    • Work with capture managers and technical leads to identify proposal writing and color review teams.
    • Manage writing assignments and assist the proposal writing team with producing appropriate text.
    • Manage data calls to subcontractors to identify necessary contributions and coordinate their inclusion in the proposal.
    • Work with proposal coordinator to ensure that the technical and business proposal volumes are complete, compliant, and delivered on time.
    • Coordinate any response to technical questions received after the proposal is submitted.
    • Assist in preparing for any oral presentations.
    • Schedule and attend debriefs with the government and lessons-learned reviews with the proposal team.

    Qualifications

    • Bachelor's degree in business, English, or technical field or equivalent experience in technical and research writing; advanced degree preferred.
    • 7 or more years of government proposal development and management experience, including proposal writing, management, and team leadership.
    • Demonstrated ability to maintain clear, consistent, timely, and effective communication with proposal team members and other stakeholders.
    • Experience managing two to three proposal efforts simultaneously.
    • Experience developing proposals for public health programs preferred.
    • Exceptional writing skills, including interpreting technical subject matter and complex ideas into straightforward proposal language.
    • Experience with SharePoint for document control and collaboration preferred.
    • Experience with the capture and the proposal management cycle as defined by Shipley, APMP, or similar industry standard certifications.
