    SSS is seeking a Senior Research Scientist with Project Director/Project Manager experience for the Health Policy and Data Analysis Group. The Senior Research Scientist will contribute to projects in the areas of health expenditures and access/utilization, provider payment, public and private insurance, and quality measurement policy as well as have the opportunity to expand the Center’s portfolio to include additional content areas. The Group currently is conducting quantitative and qualitative evaluation, implementation, and research studies for a wide range of both federal and non-federal clients, including the HHS Assistant Secretary for Planning and Evaluation (ASPE), the Agency for Healthcare Research and Quality (AHRQ), the Medicare Payment Advisory Commission (MedPAC), the Centers for Medicare & Medicaid Services (CMS), and the Maryland Health Care Commission (MHCC). The Group includes health service researchers and data analysts who conduct their work in a collaborative environment that also fosters a high degree of professional autonomy. Much of our work involves analyses of administrative and survey data. Our Secure Data Center is a company-wide data-processing resource that houses 85TB of Medicare claims data and other project-specific data.


    • Leads and/or manages health services research and implementation projects.
    • Leads and participates in responding to Requests for Proposals and identifies other opportunities to expand depth and breadth of work in health research and policy.
    • Conducts analyses, including identifying data sources and approaches to addressing project or methodological issues, directing programming staff, implementing quality assurance processes, and analyzing results.
    • Prepares materials for dissemination, including writing technical sections of reports and issue briefs, as well as oral presentations to clients and stakeholders.
    • Communicates effectively with clients, consultants, subcontractors, and staff.
    • Monitors financial and administrative aspects of ongoing projects.
    • For business development, leads capture planning activities and proposal development.
    • Performs additional duties as required.


    • Advanced degree, plus at least 5 years relevant experience.
    • Must have experience with the management and execution of health services research or implementation projects and proposals.
    • Excellent oral and written communication skills.
    • Ability to lead project and proposal teams.
    • Experience conducting data analyses with survey, administrative, and other secondary data sources, especially Medicare claims, is a plus.
    • Experience on projects for the Centers for Medicare & Medicare Services, or working with Medicare or Medicaid claims, is a plus.
