SSS is seeking a Principal Research Scientist with subject matter expertise in Medicare or Medicaid payment policy for our Health Policy and Data Analysis Group. Principal Research Scientists have a leadership role in Group business development, staff recruitment, and project work in the areas of program evaluation, health expenditures and access/utilization, provider payment, public and private insurance, and quality measurement. In addition they have the opportunity to expand the Group’s portfolio to include additional content areas. The Group currently is conducting quantitative and qualitative research studies for a wide range of both federal and non-federal clients, including the Agency for Healthcare Research and Quality, the Centers for Medicare & Medicaid Services, the Medicare Payment Advisory Commission, the Medicaid and CHIP Payment and Access Commission, HHS Assistant Secretary for Planning and Evaluation (ASPE), and the Maryland Health Care Commission. The Group includes researchers, analysts, and analytic programmers with backgrounds in economics, sociology, clinical medicine, health services research, analytic programming, and data management who conduct their work in a collaborative environment that also fosters a high degree of professional autonomy.


  • Serve as subject matter expert on projects pertaining to Medicare/Medicaid payment reform. Conduct qualitative and quantitative analyses, including identifying data sources and approaches to address research questions or hypotheses, directing research and programming staff, providing quality assurance, and analyzing results.
  • Prepare materials for dissemination, including technical reports, issue briefs and manuscripts for peer-reviewed publications.
  • Conduct quality assurance reviews on project deliverables and provide technical oversight of project activities
  • Mentor staff by providing guidance on issues related to health services research, health policy and/or health economics.
  • Identify opportunities to expand depth and breadth of work in Medicare/Medicaid reimbursement policy and lead business development efforts, including gathering/assessing intelligence on upcoming research opportunities, identifying potential collaborators, and preparing responses to Requests for Proposals.
  • Design evaluations and/or research studies as lead and in collaboration with staff internal to SSS as well as outside collaborators.
  • Performs additional duties as required.



  • Doctoral degree in Health Services Research, Economics, Health Policy, Public Policy or related field, plus at least 10 years relevant experience. May consider applicants with Master’s degree in a related field or fewer years’ experience if there is significant leadership experience in directly-related research areas.
  • Experience with the design, management and implementation of health services, health policy, or health economics research. Experience with large evaluation projects is a plus.
  • Substantial experience conducting qualitative  and/ or quantitative analyses using primary or secondary data sources. Familiarity with medical care claims and other administrative data and data sources is a plus.
  • Must have a thorough understanding of Medicare or Medicaid payment policies. Experience on projects for the Centers for Medicare and Medicaid Services and with emerging CMMI reimbursement models is desirable.
  • Working knowledge of the ACA and MACRA is desirable.
  • Thorough understanding of the relevant data sources available for research.
  • Familiarity with survey data and primary data collection is a plus.
  • Excellent oral and written communication skills and experience leading proposal and project teams.
  • Track record of publication in peer-reviewed journals is a plus.
