SSS seeks a qualified Senior Contract Specialist to support the Contracts department which handles life-cycle US Government, commercial and international contract management for all divisions of the company. Working closely with SSS program, financial, business development and accounting teams, he or she will be responsible for the administration and oversight of SSS contracts including prime agreements, subcontracts, teaming agreements, and modifications. Adheres to and enforces company and departmental procedures relating to contract compliance and business administration.

Responsibilities

  • Reporting to the Senior Manager of Contracts, supports the corporation with preparation, review and negotiation of contracts of varying types (FFP, T&M, IDIQ, CPFF, performance based, etc.), subcontracts, consultant agreements, teaming and confidentiality agreements..
  • With management oversight, monitors and manages incoming and outgoing government, commercial and international contracts and grants, as well as other documents and business correspondence as required.
  • Prepares customer correspondence such as obtaining client approvals and providing notifications.
  • With management oversight and guidance, supports the subcontracting and procurement activities by overseeing solicitation development, drafting, negotiation and execution of subcontracts during program lifecycle.    
  • Performs day to day proactive maintenance of contracts, subcontracts and consulting agreements including modifications, upload of essential documentation, filing, fielding questions from subcontractors and consultants, assuring compliance with subcontract reporting requirements and assuring timely close of subcontracts.    
  • Ensures contractual and regulatory compliance, including allocability, allowability and reasonableness of proposed costs, provides advice to staff on these and other business management issues.
  • Supports the contract proposal review process. Reviews customer Requests for Proposal. Analyzes and evaluates SSS and subawardee proposals to ensure completeness, accuracy, and compliance with applicable laws, regulations, and SSS policies and procedures. Assists project and business development staff in budget and cost proposal review. .
  • Researches and recommends feasible and logical solutions to contract and subcontract issues. Elevates issues appropriately.
  • Assists the Senior Manager in the development of corporate contracts policies, procedures, and document templates.
  • Reviews client and internal financial and technical reports.
  • Performs additional duties, including special projects, as required.

Qualifications

  • Bachelor's degree in business, finance, accounting, or related field;
  • At least 5 years progressively responsible experience in government contracts, grants, subcontracts and procurement management, including extensive experience in the management of multi-year, multi-million dollar IDIQ, T&M, CPFF and FFP contracts.
  • Knowledge of the FAR and agency supplements is essential. Excellent written and verbal communication skills are required.
  • Proficiency in Microsoft Office suite
  • Demonstrated organizational, problem-solving and multitasking skills under tight deadlines are also essential.
  • Experience using Deltek Costpoint a plus.
